The Utility Billing Department establishes and maintains utility accounts for the services listed below.  

Accounts cannot be established by phone.

An application form must be submitted.  Utility service cannot be activated same business day.  Applications received after 4:00 PM will be processed next business day for service activation the following business day.  

  • Water
  • Wastewater
  • Solid Waste and Recycling Collection

The City of Pflugerville is pleased to comply with the Federal Trade Commission (FTC) Red Flag Rule legislation regarding the security of its utility accounts and the protection of its customers' personal information against potential theft or fraud.  To safeguard your customer account, please be prepared to:

  • Provide your personal identifying information before receiving, transferring or terminating service;
  • Verify or confirm your personal identifying information before making any account changes. 

Water, wastewater and solid waste rates.

Instructions for Setting up New Service

1.  Refer to the Subdivision Listing to determine the following information:

  • Services offered in your subdivision
  • Trash and Recycling collection days
  • Required deposit for the service address.

Trash and recycle carts are typically left at the property; however, if there are no carts, you can order them on the application. Please allow 7 business days for delivery. Please do not order carts if they are already at the property. 

2.  Choose how you want to establish your account. There are two options. Submit an automatic draft application or submit the required deposit with a deposit application.

To establish account with auto draft (the deposit is waived)

Deposits are waived with enrollment in Automatic Draft. Draft must remain in effect for a minimum of one full year unless the account is closed prior to one year. Failure to remain on the draft program for one full year will result in a deposit charge to the account. A $25 non-refundable connection fee will apply for water customers and will appear on first bill.

The Automatic Draft Application must be completely filled out, initialed, signed and submitted with a copy of a valid identification using one of the following methods. (Application MUST be initialed and signed!)

Initial service activation requires a deposit, a completed deposit application and valid identification.

There are two ways to submit your deposit application, utility deposit and valid identification: (Application MUST be initialed and signed!)
